​The Ministry of Finance has started coordination meetings with line ministries to prepare the mid-term Budget Declaration for 2019-2021

As part of the preparation of the Key Areas of the Budget Policy (Budget Declaration) for 2019-2021, the Ministry of Finance has started coordination meetings with line ministries which determine the budgetary policy in the respective sectors as the main entities managing public funds. The goal of the meeting was to discuss the budget figures for the next three years.

On May 15, the first coordination meeting with the Healthcare Ministry took place which was chaired by Minister of Finance Oleksandr Danyliuk and his deputy Sergiy Marchenko. During the meeting, the main approaches for the planning of mid-term budget figures for 2019-2021 were discussed.

What’s it about?

During the meeting, the representatives of both Ministries discussed the key results of last year’s budget in regard to the set spending limits and approximate figures for the next three years.

Both sides agreed that primary healthcare services and emergency assistance shall be financed in full.

Distribution of the state budget funds for other sectors remains subject to further discussions.

Along with this, projects launched in 2018 will continue to be financed.

The most important projects include the new National Healthcare Service, the program “Affordable Medicines” etc.

“We have always said that the decent funding of the healthcare system is one of our priorities. This is also the case in our spending plans for 2019-2021”, Oleksandr Danyliuk said.

What’s the benefit?

According to deputy Minister of Finance Sergiy Marchenko, the Minister of Finance needs to understand how line ministries see the state budget policy in the three-year perspective. To plan the budget spending effectively, the needs of all ministries must be taken into account.

What comes next?

This week, a number of such coordination meeting are scheduled with all ministries to agree the budget policy for 2019-2021.

It is important for the Ministry of Finance to calculate the state budget in the mid-term run, since this is the key objective of the Government’s budgetary reform. Implementation of the mid-term budgetary planning is the basis for the stable development of the country which establishes a strategic approach in determining priority measures and the effective distribution of resources.
