On August 30, an extended meeting took place at the Ministry of Finance with the participation of all regions of Ukraine. The meeting was devoted to local budgets and interbudgetary relations. Among the participants of the meeting chaired by Deputy Minister of Finance Sergiy Marchenko were representatives of the financial departments of regional administrations, All-Ukrainian associations of regional state administrations, All-Ukrainian associations of local self-government bodies, the Parliamentary committee for budgetary affairs, the State Treasury, project “Gender-based budgeting in Ukraine” and other organizations.
During the meeting, the representatives of the Ministry of Finance reported on the progress in the implementation of the local budget in the current years as well as on key approaches and specifics of local budgets in 2017.
The Ministry of Finance has been working on the state budget for 2017 and on the draft forecast of the state budget for 2018 and 2019. As a part of the budget reform, the Ministry of Finance is changing the budgeting process which is to be based on actual revenues and capacities instead of expenses and wishes.
According to Deputy Minister of Finance Sergiy Marchenko, the key innovations of the state budget for 2017 refer to the transition of local budgets to the program- and target-based budgeting. It means that the focus should be put on the effective use of budget resources. Also, to increase the effectiveness of the property management at medical and educational institutions belonging to municipalities, expenses for municipal utility services will be transferred for the funding of these institutions starting from 2017.
“We are now working to balance the budget figures. Our goal is to elaborate a realistic and effective budget for our country which should trigger economic development and growth. To do this, we coordinate balancing the state budget for 2017. I want us to elaborate joint decisions on how to make the process of changes and reforms more effective and to minimize losses for the local budgets”, Deputy Minister of Finance Sergiy Marchenko said.
