April 23 marked the final stage of the selection of candidates for the Head of the State Tax Service of Ukraine conducted by the Commission of the Higher Corps of the State Service. Three shortlisted candidates presented their program of the service’s development to the selection commission on the air. The presentation was followed by an hour-long session of questions and answers, when representatives of business, members of parliament, public experts and commission members had an opportunity to ask questions aimed to assess candidates’ professional qualities, leadership potential, management skills and stress-resistance.
Deputy Minister of Finance Serhiy Verlanov received a total of 16.45 points, whereas Deputy Minister of Justice for European Integration Serhiy Petukhov received 13.54 points and Executive Director of Standard Audit LLC Dmytro Oleksiyenko did not receive the minimum number of points required for further evaluation.
“The key goals in reforming the State Tax Service will be to ensure that taxpayers’ rights are protected and the rules are transparent. This will mean fair and open rules for everyone, service-oriented tax authorities and de-militarization of the service, particularly stripping it of law enforcement powers which are still performed by the tax militia,” Serhiy Verlanov said. “My next step will be aimed at ensuring the targeted amount of budget revenues and de-shadowing the economy. I will work to convey to Ukrainian citizens, to Ukrainian taxpayers that paying taxes is an honourable thing to do. It is easy and it is right. I want to demonstrate, together with other state authorities, how these taxes are spent and, thus, to build a new consensus in the Ukrainian society.”
Based on the competition results, the selection commission recommended the Cabinet of Ministers to appoint Serhiy Verlanov Head of the State Tax Service of Ukraine.
