State tax inspections in districts, cities (except for the city of Kyiv), city districts as well as united state tax inspections lose the status of legal entities and are integrated into the main SFS departments in regions. This decision has been enacted by the decree of the Cabinet of Ministers dd. March 28, 2018 “On the Reform of Some of the Local Offices of the State Fiscal Service”.
What’s it about?
The first stage of the reorganization of the SFS is under way, which is a part of the complex SFS reform. The next step is to establish a single legal entity in charge for the tax sector at the SFS. Thus, the transfer of the audit and debt processing functions to the oblast level is being finalized, which was launched according to the Law of Ukraine No. 1797 “On Amendments to the Tax Code of Ukraine Regarding the Improvement of the Investment Climate in Ukraine”. District tax inspections are in fact transformed into customer service centres for taxpayers.
“The liquidation of the district bodies of the SFS is the first stage of the SFS reorganization. It will enable oblasts to ensure the key functions of the SFS – audit and debt processing – more effectively and let district offices focus on serving taxpayers. The next step in this reorganization is to establish a single legal entity in charge for the tax issues at the SFS”, Minister of Finance Oleksandr Danyliuk said.
