The Ministry of Finance has joined the process of public electronic procurement (e-procurement), in order to ensure greater public access and improved effectiveness relating to state expenditures.
The Ministry of Finance signed the agreements with two trade platforms, SmartTender.biz and E-Tender, to conduct electronic procurement through ProZorro (http://prozorro.org/) a system invented on the initiative of public organisations, IT companies and commercial electronic platforms, supported by the public authorities of Ukraine.
Through these platforms the Ministry of Finance will conduct procurements that are not subject to the Law of Ukraine “About Public Procurement”. This applies to procurement of goods, works and services, where the value of procurement (excluding VAT) of good(s) and service(s), does not exceed $100 000, and $1 million for works.
“Conducting subthreshold procurement through electronic platforms will enable us to attract a greater quantity of suppliers, which subsequently will encourage the lowering of prices and a decrease of state expenditures. We expect that this is the first step towards conducting more transparent procurement and that eventually the legislation will enable us to use this procurement method for larger quantities of goods and services,”- Deputy Minister of Finance Oksana Markarova stated.
