The Ministry of Finance improves the implementation of the pilot project changing the funding mechanisms for healthcare services at research facilities belonging to the National Academy of Medical Sciences (NAMNU).

The project was initiated by the Ministry of Finance last year to improve the effectiveness of specialized healthcare services in Ukraine funded from the state budget.

The launch of the pilot project was decided by the Government following the proposal of the Ministry of Finance and the NAMNU in June 2017 (decree of the Cabinet of Ministers No. 425). In February 2018, the Cabinet of Ministers decided to prolong the pilot project till the end of 2018.

The following healthcare and research facilities of the NAMNU are engaged in the pilot project:

O.O. Shalimov National Institute for Surgery and Transplantology
A.P. Romodanov Institute for Neurosurgery
M.M. Amosov National Institute for Cardiovascular Surgery
M.D. Strazheska National Research Centre “Institute for Cardiology”

The funding of the above organizations of the NAMNU shall be switched from the all-in funding to funding concrete healthcare services.
Along with this, the list of services is extended which will be funded from the state budget.

200 million hryvnas were allocated for the implementation of the pilot project in 2017.

600 million hryvnas are allocated for the project implementation in 2018.

The funds are distributed as follows:
O.O. Shalimov National Institute for Surgery and Transplantology
2017 – pilot project (actually received) – UAH 55 million;
2017 – total funding (actually received) – UAH 105 million;
2018 – pilot project (planned) – UAH 172 million.

A.P. Romodanov Institute for Neurosurgery
2017 - pilot project (actually received) – UAH 52 million;
2017 - total funding (actually received) – UAH 104 million;
2018 - pilot project (planned) – UAH 172 million.

M.M. Amosov National Institute for Cardiovascular Surgery
2017 - pilot project (actually received) – UAH 71 million;
2017 - total funding (actually received) – UAH 114 million;
2018 - pilot project (planned) – UAH 172 million.

M.D. Strazheska National Research Centre “Institute for Cardiology”
2017 - pilot project (actually received) – UAH 22 million;
2017 - total funding (actually received) – UAH 48 million;
2018 - pilot project (planned) – UAH 85 million.

Using the above funds, the participants of the pilot project purchased medicines and medical products including high-value equipment (neurostimulators and cardiac pacemakers, stents etc.).

The Ministry of Finance is now working together with the NAMNU and the pilot projects participants to improve the project implementation based on the experienced gained in the previous year.

The Ministry of Finance regularly hosts working meetings with all stakeholders which are also attended by Deputy Minister of Finance Sergiy Marchenko. During these meeting, the list of highly specialized healthcare services to be funded under the pilot project are additionally clarified, criteria for exclusive services are identified, project progress data and project reports are discussed etc.

The Ministry of Finance will continue to inform the public about the further results of the project.
