Ministry of Finance: state budget will cover costs of ear implants for all hearing-impaired children in 2019

In the state budget for 2019, UAH 450 million have been allocated to finance ear implants. This is almost the threefold of the same allocation in 2018.

These funds shall enable assistance to all registered hearing-impaired children waiting for treatment and replacement of their ear implants as per the beginning of 2019 as well as to children who will be registered for treatment this year.

Deputy Minister of Finance Yuriy Dzhyhyr made this announcement during his meeting with representatives of the National Academy of Medical Sciences of Ukraine and patients and charity organisations. The agenda of the meeting included the dedicated and transparent use of the public funds for ear implants.

The Deputy Minister of Finance pointed out that the state made big efforts to cover the costs of ear implants for children and to cater for their needs. This year’s allocation for these purposes is three times higher compared to the previous year. These funds are sufficient to finance cochlear implantation for 505 children (379 children were registered for treatment as per January 1, 2019) and to replace ear implants for 224 children (189 children were registered for treatment as per January 1, 2019).

Another issue discussed during the meeting referred to the targeted, effective and transparent use of the state budget funds by O. Kolomiychenko Institute of Otolaryngology, including the use of the electronic public procurement system ProZorro.

The participants of the meeting agreed that it was necessary to improve the mechanism for the supply of cochlear implants for children by establishing an open and public selection of children for cochlear implantation. O. Kolomiychenko Institute of Otolaryngology shall publish the relevant information on the official website of the National Academy of Medical Sciences of Ukraine.

It was also agreed that the Institute shall prepare proposals for the improvement of the contest-based procurement procedure for cochlear implants and report them to the Ministry of Finance within two weeks.
