The Ministry of Finance has prepared a preliminary draft action plan for the reform of the customs. The document is based on the results of the meetings of working groups consisting of representatives of the Ministry of Finance and the State Fiscal Service, members of Parliament, experts, member of the business community and the public.

Such open events involving all interested parties took place at the Ministry of Finance in May to discuss steps which will be taken to implement the Concept of the Reform of the customs division at the State Fiscal Service as well as the preparation of a detailed action plan.

The draft action plan for the customs reform is the product of the public discussions and stipulates the implementation of a detailed list of measures covering 19 areas:

- legislation;
- organization and management;
- human resources management;
- customs ethics;
- training;
- communication;
- customs obligations;
- fostering trade;
- security of supply chains;
- risk management;
- border and domestic control;
- law enforcement activity;
- customs transit;
- post-clearance control and audit;
- intellectual property rights;
- IT technologies;
- infrastructure and equipment;
- customs laboratories;
- internal audit.

The Ministry of Finance is publishing the preliminary draft of the action plan and invites all interested parties to an open discussion aimed to find the optimal way of the customs reform in Ukraine and to ensure the balance of public and business interests.

The date and time of the discussion will be announced later.
