The Cabinet of Ministers has adopted a decree establishing an inter-institutional working group for the reform of the state bodies responsible for the implementation of the state tax and customs policy.
The members of the working group shall be approved by the Ministry of Finance, it can’t have more than 50 members. The members of the working group are representatives of the bodies of executive power, international and civil organisations, members of Parliament and experts.
The Cabinet of Ministers has also adopted the Rules of Procedure for the inter-institutional working group and determined its main tasks. The working group will be analyzing proposals concerning the reform of the state tax and customs authorities and presenting its recommendations to the Cabinet of Ministers. This shall help take over international experience in the build-up of the effective organizational and functional structure of the state bodies responsible for the implementation of the tax and customs policy.
On December 18, 2018, the Cabinet of Ministers adopted its decree re-organising the State Fiscal Service by dividing it into the State Tax Service and the State Customs Service as separate central bodies of executive power. The Cabinet of Ministers will be steering and coordinating their work through the Minister of Finance of Ukraine. The decree is based on the recommendations of the International Monetary Fund and objectives set by the Mid-Term Priority Action Plan of the Government for the period until 2020.
