Today, the Cabinet of Ministers has approved the decree (with corrections) re-organizing the State Fiscal Service (SFS).
According to the decree, the SFS is divided into the State Tax Service (including tax militia units) and the State Customs Service as separate central bodies of executive power. The Cabinet of Ministers will be steering and coordinating these bodies through the Minister of Finance. To re-organize the SFS, a commission will be established that will be chaired by deputy Minister of Finance Serhiy Verlanov.
“Division of the SFS into two bodies is an important step towards establishing a proper system to administrate taxes and revenues. The SFS reform will lay ground to demilitarize the tax authorities, to improve the quality of services provided to taxpayers as well as to increase transparency and accountability of the tax and customs bodies,” said deputy Minister of Finance Serhiy Verlanov.
The contest for the selection of the heads of the State Tax Service and the State Customs Service will take place within three months after the adoption of the decree.
The decree is in line with the recommendations of the International Monetary Fund and the objectives stipulated in the Mid-Term Priority Action Plan of the Government for the period until 2020.
