On December 5, following the request of Minister of Finance Oksana Markarova, the Cabinet of Ministers of Ukraine appointed Yuri Heletiy as the Deputy Minister of Finance responsible for European integration. This decision has been published on the website of the Cabinet of Ministers today.
In his new position, Yuri Heletiy will focus on three core areas: reform of the public finance management system, programs of cooperation with international financial organisations and management of state-owned banks.
“The state must improve the effectiveness of its public finance management system, harmonize our approach with our partners in the European Union and reduce its presence in the banking sector. These objectives as well as steps to support the macro-economic stability in cooperation with international financial organisations will be my priorities,” said Yuri Heletiy, Deputy Minister of Finance responsible for European integration.
Yuri Heletiy has been working as the Deputy Minister of Finance since July 4 of this year. His previous area of responsibility included the strategic reform of the public banking sector, management and reform of state-owned banks, the non-banking sector as well as public investments and innovation.
The Ministry of Finance welcomes this decision of the Government and is grateful for its assistance in building up a team of professionals at the Ministry of Finance who have the same mindset, management experience and will help implement the reforms required by Ukraine in a fast and effective way.
Yuri Heletiy studied at Lviv National I. Franko University: in 2001, he graduated from the international relations faculty; in 2002, he finished his studies at the law faculty.
In 2012, he gained the degree of the candidate of sciences in economics at the Institute of Regional Studies of the National Academy of Sciences of Ukraine. He also completed a number of courses at Carlton University and Ottawa University (Canada) as well as at Bayreuth University (Germany).
From 2003 until 2015, Yuri Heletiy worked at the National Bank of Ukraine where he started his career as an economist of the 1st grade to reach the position of the head of the unit in the banking supervision sector.
From October 2015 until July 2018, Yuri Heletiy worked as the Director of the Financial Policy Department at the Ministry of Finance of Ukraine. In this function, he was responsible for the strategic reform of the public banking sector, development of the market for financial services and securities. He is fluent in English and German.
In July 2018, the Cabinet of Ministers appointed Yuri Heletiy as the Deputy Minister of Finance.
On December 5, 2018, he was installed as the Deputy Minister of Finance responsible for European integration.
