For 4 months of this year to the general fund
of the state budget it was transferred 22,3 billion
UAH, that is 68 % more, than for the corresponding period of the last year.
Minister of Finance Victor PYNZENYK informed about it. As he said, the budget
of the country is exceeded. Even taking into account still not compensated sum
of the value-added tax which now makes 860 million UAH for 4 months proficiency
of the consolidated budget made 143 million UAH.
Thus, Minister of Finance noted, that Ukraine
does not increase debts. Now on repayment of old debts the state directs means
more, than borrows. Today, as informed Victor PYNZENYK, the Ministry of Finance
will carry out the next auction on sale of T-Notes. The collected means will go
on prescheduled repayment of public debt before National bank of Ukraine.
According to the Minister of Finance, the
state directed the increased resource of treasury on payment of raised pensions
and salaries to workers of budgetary sphere. At the beginning of May state
employees received the salary under new rates. And at the end of April from the
state budget it is transferred means to the Pension fund. It is started to pay
the raised pensions for May and surcharge for February to pensioners.
Victor PYNZENYK ascertained, in April, due to
actions of the Government and NBU, dynamics of rise in prices considerably
decreased. April inflation, contrary to some forecasts, made 0,7 %. Instead of it in March when on hands people did not receive
raised salaries and pensions, its level reached point in 1,6
%. Minister of Finance is convinced that inflation will make not more than predicted
level.
As if to filling the budget, here there is
only one risk - tax privileges. Tax privileges for FEZ and TPD are
abolished, however, some of former exempts through courts try to renew the
privileges. Only in January - March because of the decision of courts on
preferential import of goods to the state budget it was not transferred 1,5 billion UAH of incomes of Customs service. Due to actions
of the government, such tendency managed to be refracted and in April non-receipts of Customs service decreased and made
43 million UAH. Now the Ministry of Finance together with Customs service actively
prosecutes this subjects not to admit recurrence of
situation of last years.
